The Law Enforcement Officers’ Bill of Rights is being targeted for reform or repeal by a young man who was shot by an off-duty Pawtucket police officer in 2021. Dominic Vincent submitted written testimony ahead of a July 13 hearing in Rhode Island calling for the law, which protects officers accused of wrongdoing, to be changed after he was wounded by Officer Dan Dolan in a confrontation over speeding. The officer has not been fired but is suspended and being reviewed under the process for accused law enforcement personnel. Several reform bills are under consideration.
